I would say that it is not allowed, because you cannot match a federal
award with federal dollars regardless of the program.  Both sources of
funding are federal, which, in my view, means you cannot charge the 25%
institutional match of a work-study salary to a federal grant.

Our institution is in the process of developing policy guidance related
to
Federal Work-Study expenditures charged to grants.  The current
discussion
centers on whether the 25% institutional match portion of a work-study
student's salary may be charged to a federal grant.

Our research on the subject has resulted in conflicting guidance
between the
FWS Handbook, CFRs and other University’s interpretations of the
written
materials.

We would appreciate any feedback or discussion with regard to the FWS
guidance on this matter, as well as whether your institution interprets
the
guidelines to allow the institutional match portion to be charged to
federal
grants.
