At our university there is a university-wide request process for VPN
access.  Approval depends first on the review of the justification by
the employee's immediate supervisor, then by the IT folks to make sure
the request isn't for data or services already available through other
means.  My justification, that I need off-campus access to pre-award SQL
data through query tools to quickly answer questions by upper
administration, was approved.  I find it pretty handy, but I think I'm
the only one in our pre-award area to request it.

Dear Colleagues:

Our office is in charge of the pre-award and post-award research
accounting and our financial data is in a non web-based platform and we
believe that our productivity will increase if we could access our data
and other tools from home. To strengthen our argument, we are trying to
find out if other universities allow VPN access to their key employees.

I would like to know if some of key persons from your research office
(either pre-award or research accounting post award) have VPN access to
their desktops at work or can access your financial data through the
web.
