At Loma Linda, we have a policy stating that it should be in the central
office 5 working days before the due date to allow us to review it, the
PI to make any needed corrections, and hopefully submit it more than an
hour before it is due. For those that do not meet this deadline, our
internal policy states that, "We will try to accommodate true
emergencies, but cannot guarantee that late submissions will be approved
before the deadline."

I agree with Gene Stein that we always try to get the proposals out,
even when they come at the last minute. However, I like to relay some of
the horror stories of what can go wrong (proposals that take 35+ hours
to get through grants.gov, proposals rejected because someone put an 'O'
instead of a '0' in the federal identifier field, etc) to educate the
PIs. Most of them now see that if they give us time to do our job, we
can get the proposal in on time and have in good shape. They are also
more understanding of when something goes wrong and the few headless PIs
do not blame our office for what went wrong.

As an aside, the upside is that if you can get at least half of your PIs
to meet the deadline, you will then have time for the last minute
submissions....

At one time or another we all would LIKE to have such a policy.  But for
most institutions, it's not realistic.  To implement it, you must answer
two questions:

First, will the highest level of your university or organization buy
into the plan?, and

Second, are you willing to turn away a proposal with a high probability
of success from your most productive PI when he/she brings you a
proposal that's two or three days late? (Or when he/she gives you the
proposal three hours before the deadline?)

If you aren't willing to turn away your most productive PI, the plan
won't work.  If you accept a late proposal from one PI, you'll have to
accept late proposals from all.
