At the October COGR meeting, Jean Feldman answered the question about
"what is a year" for this purpose.  From the COGR meeting report:  "NSF
has specified that the benchmark should be the institution's fiscal
year."  (i.e., your fiscal accounting period.)

Someone can correct me if I'm wrong, but I always thought of it in
calendar year terms.

The NSF salary limitation language states: "As a general policy, NSF
limits salary compensation for senior project personnel to no more than
two months of their regular salary in any one year. This limit includes
salary compensation received from all NSF-funded grants."

How do you define "year?" I could not find where NSF defined it.
