This question was asked at a session at the NCURA meeting in November
and (I believe) the response was to follow your university's fiscal
year.  However, you might want to get this clarified by Jean Feldman,
NSF Policy Office.

The NSF salary limitation language states: "As a general policy, NSF
limits salary compensation for senior project personnel to no more than
two months of their regular salary in any one year. This limit includes
salary compensation received from all NSF-funded grants."

How do you define "year?" I could not find where NSF defined it.
