I called them around 4:20 EST, and according to the help desk they are
experiencing high volume activities and slowness of their server. However, I
was able to submit one of my NIH proposals successfully @ 4:13 pm, but we
still have 1 NIH and 2 CDMRP pending.

For the late NIH one, I did call NIH Commons got a ticket for that.
