We would rarely consider a project with programmatic reporting a gift.
However, if it is determined to be a research gift, the sponsored
programs office would administer it. We do not administer any other
gifts. Gifts made to support a general area of research that do not
require specific deliverables, do not impart any benefit to the sponsor
and do not otherwise meet the definition of a sponsored project are
considered research gifts.

We also have an arrangement whereby Institutional Advancement (aka "IA"
or Development) may receive internal credit for foundation sponsored
projects because the sponsored office often works closely with IA to
obtain the funding. The internal reporting arrangement removes the
reporting competition factor.

Thanks all for the info that you provided yesterday on NSF salary
limits.  Here's another question for you:

If the sponsored programs office is involved in helping a faculty member
to secure funding from a foundation and that money is determined to be a
gift as opposed to a grant once it is received, what role do sponsored
programs personnel at your institution play in monitoring the outcome of
the project.  I'm interested specifically in programmatic reporting and
a general review of financial reports to ensure that the expenditures
match donor intent (though no financial reporting is required by the
funding source).  Also, we're a PUI and there are no departmental
administrators who would be working with faculty on these matters.  At
your institution, would the sponsored programs office ensure the
completion of the programmatic reports and monitor the finances, would
your accounting office do so, or would it be left in the hands of the
faculty member leading the project?
