Hi Nancy,

At our institution if it's a true gift where there are no strings attached and no financial reports or programmatic reporting required, the PI would use the money for the research as he felt necessary with assistance from his departmental business office and no assistance from our sponsored programs office. Otherwise if the foundation required any reports or deliverable it would be classified as a sponsored project and  our sponsored office would require it to be monitored through them and they would work with the PI and department to ensure all programmatic reports are submitted.

Thanks all for the info that you provided yesterday on NSF salary limits.  Here's another question for you:

If the sponsored programs office is involved in helping a faculty member to secure funding from a foundation and that money is determined to be a gift as opposed to a grant once it is received, what role do sponsored programs personnel at your institution play in monitoring the outcome of the project.  I'm interested specifically in programmatic reporting and a general review of financial reports to ensure that the expenditures match donor intent (though no financial reporting is required by the funding source).  Also, we're a PUI and there are no departmental administrators who would be working with faculty on these matters.  At your institution, would the sponsored programs office ensure the completion of the programmatic reports and monitor the finances, would your accounting office do so, or would it be left in the hands of the faculty member leading the project?
