eRA Commons User Name for NRSA

Hi everyone,
Can anyone tell me if the eRA Commons User Name, Item 4b on the PHS 416-1 form
is required?
I'm working on an NRSA F32 for a postdoc who doesn't have an appointment yet at
our institution and am wondering if, since this is a paper application, that it
is ok to submit without an eRA Commons User Name for the prospective post-doc
and update this with NIH if/when the F32 is awarded and she is on staff.
