If the overload is temporary -- probably limited to one semester, at
most two -- AND is in accordance with an institutional policy (which
should require a high academic official to approve), AND there is no
reduction of other duties, AND sponsor is fully aware and approves that
it is overload, it is justifiable.  However, there should not be a
continuation of this arrangement for this individual.  You can only
justify overload in this way, when it is clearly in excess of the
standard full load.

Usually when you look at all of these limitations, you find that it is
not really an overload, but just a way to get pay in excess of regular
full time pay.

The fact that it is a contract makes no difference.  However, sometimes
the situation you describe, industry sub under a federal contract,
actually is to obtain expertise for a relatively short time, and the
institution can justify the work as overload.
