Sorry if this is a duplicate post. Some of my posts come back rejected,
and then they post, others return a confirmation but never post.

I am struggling with a grants.gov NIH package that gives me an error for
the number of participants. The error is not informative, and grants.gov
couldn't help yet (still waiting for them to figure it out after talking
to the helpdesk this morning). By trial and error I figured out that the
error disappears when the number of participants drops below 1000. Has
anyone experienced this? Will it give me a Commons error if I take out
the number of participants from the budget with participant costs being
present?
