We recently had a proposal to the Compton Foundation, and their guidelines required that travel be covered by carbon offsets.  We put the purchase of the carbon offsets in the budget.  The proposal was for social science research in Rwanda, and it was not funded.

There are a few carbon offset web sites online (just search for "purchase carbon offsets"; one such site is terrapass.com) and you can enter information about your planned trip (point of origin, destination, mode of travel) and the site will calculate how many dollars worth of offsets you need to purchase to compensate for the pollution and resource use relating to your trip.  Private foundations are signing on to the concept of carbon offsets.  We may yet see a government requirement someday.
