As with everything else, it is probably institute specific.  However, I received the following from Marcia Hahn for one of my grants in a similar situation.

"There is really no set time limit for regular research grants between competitive renewals (there used to be for SBIRs but I think even that has changed).  Grants often go into a hiatus period when one competitive segment ends before the next can begin.  Sometime we even complete close out that prior segment before we fund the project again.

Competing Renewal Applications receive the same grant number as long as the scope of the project has not changed to a point that it would be considered a "New" application.  However, keep in mind that we do only allow 2 resubmissions ((amendments).  After that the project direction has to change to become a New application.

We issued a reminder Notice about this about 15 months ago:   http://grants.nih.gov/grants/guide/notice-files/NOT-OD-07-015.html  It includes a sentence indicating there is no time limit between amendments.

It is not necessary to request additional extensions.  In fact, beyond the initial 12-month one that you have automatic authority to extend, any additional extension requests require NIH prior approval; and many ICs will not approve these if the only justification is the desire to keep it technically "active" while resubmissions are submitted."

In a similar situation, one of our PI's was directed by his NIH program
director not to close out the project while waiting for the new grant to
come through. I think that it has something to do with how many years of
continuous funding and how that looks to reviewers.

Zoya,

My experience has been that NIH requires that projects remain open in
order to be competitively renewed, hence the need for a no-cost
extension while the competing proposal is being reviewed.

A truly final technical report and/or grant closeout would not be
appropriate so long the investigator has a pending application with the
same grant number (through the -A2 designation).

Colleagues,

Do you agree that final technical reports should be submitted for the
NIH grants that ended before the application for a competitive renewal
has been reviewed? I cannot think of a reason how submitting a final
progress report can be detrimental to the project's likelihood to be
funded in the new cycle. Has anyone experienced any problems with
closing grants and then getting a renewal funded? I am asking because
some PIs are not comfortable with the idea of closing their grants while
they are hoping that their competitive renewal to be funded.
