Among the responses that I received against the submission of the final
report, I also received one in support of closing the old grant (see
below). It mirrors a lot of my own reasoning. The PI I am working with
also contacted NIH before he contacted me, and it seems from his
interpretation of what he heard that they suggested either an NCA (the
grant ended 5/31/08, so it's sort of late now) or submitting a final
report. Is there anything in the policies to state that the competing
continuation will not be awarded if the earlier grant is closed out?

Hi Zoya,
I had a similar situation and actually called our GMS at NIH for
guidance. In my situation, the period ended and the continuation
proposal had not been awarded, so the PI was preparing a resubmission.
The GMS said the PI should submit the final technical because even if
they had been awarded and the years were all flowing together, an annual
would have been due anyway. Basically, the final report is due within 90
days of the end date - if you're going to receive the NGA before the
report is due, you might want to hold off. In my case, since the
continuation resubmission was going to be submitted during the report
due period and there was no way we would receive notification of funding
before it was due, the clear answer was submit the final report.
In my humble opinion, the PI could use the final report as an
opportunity to explain all the great work they are doing, what has been
accomplished, and give more credence to the continuation of the project.
Wouldn't it be more detrimental to not submit the report because it
looks like you're not "playing the game."
