We once submitted an NIH proposal with a staff member as PI. It was a request for upgrading computer server infrastructure and he had the appropriate expertise.
Despite it being an RFA I'm sure the basic applicant eligibility was the same as for all NIH announcements/mechanisms.

Can someone confirm that NIH has (for the typical research grant)
zero rules about WHO can be a PI.
i.e. postdoc, Adjunct Prof, Asst Prof, Full Prof, Prof Emeritus, etc
as PI...if an institution backs the proposal, NIH will review?
