That is correct, only the PI's receive the scores.  I don't know of any
other way to get those either.

A question on NIH scores. It is my understanding that NIH proposal
scores are given out only to PI's via the Commons website. Is this
correct? Are there any other means in which a University can obtain a
list of scores for proposals submitted by individuals in their
institution.
