Only amounts paid to subcontractors are from expenses incurred with
invoices.  IN addition, as the prime of the subcontract, you are responsible
for the internal controls and meeting the federal regulations as required by
NIH policy.  We under no circumstance prepay any subcontract (or any
invoice) via an advance payment.
