I have in front of me the budget form a consulting company which will be
a part of our federal proposal. In this budget there is indirect costs
(the company has NICRA), and a fee that is assessed on all costs, direct
and indirect. I am assuming that this is a common practice in the
for-profit budgets to have a fee, and I can even allow for a possibility
of both fee and IDC. But is it OK to have a fee on IDC?
