Yes, this should absolutely be set up as a federal grant, because it is a federal flow-through. If the funds originate from a federal agency, you need to consider it federal funds.

Dear Listers:
I have a question for you on behalf of our Accounting Department. What
is the proper way to identify grant funds in the following situation?
The University has received an award from another organization for a
specific purpose. That organization originally received the funds from a
federal agency. Should the account be set up in your University chart of
accounts as a Federal grant or as a non-governmental grant? Is there a
specific citation we can go to as a reference?
