BACKGROUND:
Old Dominion University Research Foundation provides administrative
services in support of research and technology transfer activities for Old
Dominion University and its affiliated organizations. The Research
Foundation performs contract negotiation, financial reporting, purchasing,
accounting, payroll, and human resources functions for sponsored research
projects. In Fiscal Year 2008, the Research Foundation managed
approximately $43 million in research expenditures.
RESPONSIBILITIES:
The Sponsored Programs Manager operates as contracting officer for complex
matters and supervises staff performing pre- and post-award sponsored
programs administration functions. The Sponsored Programs unit is organized
into two teams each led by a Senior Grant & Contract Administrator /Team
Leader.
Key responsibilities of the Sponsored Programs Manager include:
Training and fostering development of sponsored programs administrators
Serving as a resource for interpreting sponsored program requirements
for Research Foundation and University staff, investigators, and
administrators
Ensuring compliance with and maintaining working knowledge of Research
Foundation and University policies on research administration as
well as applicable laws and regulations, and sponsoring agency
policies, procedures, forms and guidelines
Serving as a key member of Research Foundation management team.
Providing technical assistance as part of the Research Foundation
management team and participating in developing and implementing
policies and procedures
Managing a small workload of proposals and projects
Supervising and evaluating Team Leader performance.
QUALIFICATIONS:
Candidates must have a Bachelor’s degree and at least five years related
experience. Demonstrated knowledge and application of federal regulations
for research administration including OMB Circulars, FAR/DFARS, and federal
agency guidelines is critical. Prior work in a higher education financial
or research administration environment is preferred. Strong interpersonal
skills are required to work effectively with agency personnel,
investigators, University faculty and administrators and Research
Foundation colleagues in situations involving competing interpretations,
significant deadline pressure, and multiple competing tasks. Supervisory
experience required. Solid working knowledge of PC-based computing
applications in the networked computing environment, including Microsoft
Office, email, and financial database applications are essential.
SALARY
This is a full-time position with competitive salary and benefit program.
Moving expenses, if required, will be considered for the candidate who has
exceptionally strong skills and background.
