Given that nowadays it's possible for faculty members to be employed by a university but own their own companies to conduct research related to their university projects, sometimes in facilities made available by the university, I'm sure someone on the list has encountered something like this and that ways have been devised to do it. However-- Let's see--if an award is made it will go to the applicant corporation, right? Then the dean, who is an employee of the university, will administer the project on behalf of--of whom? The applicant corporation will award a subaward/subcontract to the university (what access will the dean have to the corporation's contracting function?) and the university's subaward will be directed--by whom? The time the dean spends preparing progress reports on the company's grant--who pays for that time? At the very least the legal office and conflict of interest program need to look at this. I should also think that someone other than a dean should be the PI--that is, university officers at the level of dean should be unambiguously devoted to serving the interest of their university employer.
