This recently came up at ISU and we did not allow our PI to receive
additional funding through our payroll system for "unearned consulting
fees." We finally left it that whatever was paid to him directly, but
not through the university, by the Federal agency was his business and
theirs.
If someone has figured out a way this is an allowable cost, I'd like to
hear it.

How do you handle IPA agreement during the academic year? Would you
allow a faculty member to receive funds as a supplement to salary for
the one day per week s/he is allowed to consult (assuming that you have
such a policy)?
