We write our budgets based on the % of effort the PI will expend and do
so at their current contract rate (aor adjusted contract rate if the
grant will extend past the current period) plus standard benefits
package rate. I would be hesitant to write the budget in the manner
suggested.

budget when they want to ask for a course release—to keep costs down.

Dean would like to charge the real/full cost of the faculty’s course
