First, regarding the internal grants awarded by the institution, any unspent funds would be swept by the state at the end of the fiscal year.  Those funds are "use it or lose it."  You cannot roll over your institutions operational funds received from the state.  If the awardees cannot finish an internally funded project by the end of the fiscal year and wants to continue the use of their awarded funds into the next fiscal year, technically they are spending from a new pot of money.  Really, their award is not "rolled over" or carried over.

If your first question regarding purchase orders is also in relation to spending internal money, I would think that any POs would have to be submitted by about May 1 to provide a small buffer before the fiscal year ends.

For grants ending June 30, what is your cut off date for when PIs/PDs can
submit purchase orders?

For internal grants on a fiscal year, do you allow unspent funds to roll
over past June 30th if necessary?
