I agree with Charlie and have often listed effort on grants with an asterisk to a footnote "No salary requested as effort is part of K08...."  This matches the NIH practice of sending a form requiring investigators to account for how they plan to use the salary no longer needed to pay intended K-recipients currently funded on their grant(s).

While I don't usually recommend 100% effort on any grant, the K award's 12 months support would fund the effort on the RO1 (but not allow it to be paid on the R01 so only 12 months paid effort).

I should note this is different from the relatively new policy of allowing K-recipients to seek FUNDED effort on grants in the last two years of their award, but both practices make it clear that the NIH wants K-awardees to be actively involved in any and all research that will further their careers.

I have never dealt with this on a K02...but for mentored Ks, there is
always the question of how effort is interpreted given that Ks do not fund
research but career development.  K02 are basically salary support, right?
 My feeling has been that the K effort can be an umbrella under which true
research effort may be subsumed.  You just need to reduce salary on the R.

BUT...try to get the opinion and preference of the specific institute.
Some have VERY specific ideas of how to handle this:
[from PA-06-527]  "The participating NIH Institutes and Centers (ICs) have
distinctive guidelines, requirements, salary and research support levels
provided under the auspices of this funding opportunity announcement..."

of the current R01 still listing 6 calender months of effort.  The total
