Without an LOI you really have no way of assuring that the collaborating
institution has "signed-off" on final budget figures (and their
accuracy), scope of work, effort commitment, cost-sharing, space
considerations...the list is endless. In theory, one could collaborate
with anyone/anywhere (choose your Nobel Laureate folks!), but that
doesn't mean that the collaborator, or the collaborating institution was
actually involved in developing the proposal.
Frankly, this kind of scenario plays out more often than we would all
like. Most of the time, PI's understand.

I have a question. A PI wants to collaborate with 2 research
organizations i.e., American Heart Association and an organization that
deals with bipolar disorders. The deadline for submitting is 6/13. I
asked her to get LOIs and she doesn't want to do it. She says she'll do
it later if the grant gets funded. I don't like the idea of committing
or promising to commit an organization without the LOI and budget.
Can you offer any suggestions? I appreciate your advice.
