I agree with all other responders.  Insist on the LOIs.

It's a nasty surprise to find out that a faculty member has committed
your institution to a scope of work and budget that was never seen or
approved by the appropriate office.  Worse, that was prepared by the
other institution's PI with no regard for your salary, fringe, or F&A
rates.  And then to find out the project is already awarded, and you're
stuck with not enough funds to cover the time committed and an indirect
cost rate far lower than your standard rate (how he came up with 24.7%
I'll never understand).

Please, don't let this happen to you or cause it to happen to another.

I have a question. A PI wants to collaborate with 2 research
organizations i.e., American Heart Association and an organization that
deals with bipolar disorders. The deadline for submitting is 6/13.  I
asked her to get LOIs and she doesn't want to do it. She says she'll do
it later if the grant gets funded. I don't like the idea of committing
or promising to commit an organization without the LOI and budget.

Can you offer any suggestions? I appreciate your advice.
