I agree with all other responders. Insist on the LOIs. It's a nasty surprise to find out that a faculty member has committed your institution to a scope of work and budget that was never seen or approved by the appropriate office. Worse, that was prepared by the other institution's PI with no regard for your salary, fringe, or F&A rates. And then to find out the project is already awarded, and you're stuck with not enough funds to cover the time committed and an indirect cost rate far lower than your standard rate (how he came up with 24.7% I'll never understand).
