One reason to get information, LOI, budget, etc from the other institutions, is to make sure they are not submitting a competing application (possibly even mentioning your PI as a collaborator...?). And some agencies allow an institution to only apply once (as PI or whatever role). Plus there is professional courtesy, knowing their costs to include in the budget, etc. Good luck!
