Gamaliel, Your reservations are well founded. It is not only customary, but a "professional understanding". Moreover, she is also committing your institution when submitting this proposal (to include all of its claims and pledges). I personally would not submit the proposal without the written express permission from a university administrative executive with the legal authority to commit the university to partnerships and/or research projects....just my thoughts. BTW, does your university have a Dean of Research or do you require approvals from department heads/deans? You may want to try that route for the expressed approval.....Good Luck! I asked her to get LOIs and she doesn't want to do it. She says she'll do it later if the grant gets funded.
