Those slides are an excellent background and take the story up to
about mid-March/April.  There were some additional slides at the May
call.  These were sent to participants, here is the one with update
on participation

•Pilot currently set for June 23, 2008 through August 23, 2008
•Pilot will be open to States, Local Governments, Universities,
Tribes, Non-Profits, etc.
•Currently have 60 pilot participants (not counting duplicate
representatives from the same organization)
•10 Gov; 18 Non-profits; 25 Colleges & Univ.; 1 Tribal Entity

There may be more by now.

People can be "in" the pilot by joining the conference call.  If you
have sent your name and institution to Andrea I am sure she has
recorded it.  She is probably swamped by this FFATA work, doing a day
job too.

Being "in" the pilot will be somewhat difficult for small
institutions who may not actually have any subawards to make during
the two month trial period.  Nevertheless, people from all
institutions who will be making subawards in the future need to be in-
volved and make comments and suggestions.

Thanks for the update.  Interestingly, I have tried to sign up for the
sub award pilot due to start on June 23.  I was told to contact Andrea
Brandon at 'xxxxxx@usda.gov'which I did, but never got a
response.  Has anyone been successful in signing up for the pilot?  And,
yes I checked out our institution on the website and even though we are
very small, they managed to get it wrong!

According to Thompson Publishing (Federal Grants Management Handbook)
OMB is requesting comments on the proposed OMB guidance on DUNS numbers
and CCR registration by August 5.  Has anyone seen this?

For those who are interested in developments with the newest
congressional mandated burden on us -- Federal Funding Accountability
and Transparency Act of 2006, especially the sub-award component, note
that there is a conference call this afternoon  -- June 11, 2- 4 pm.
Details are here http://www.thengp.org/ There are probably only 75 phone
lines, so call early.

The National Grants Partnership seems to have taken over this project on
behalf of users.

The sub-award component was supposed to have a pilot, to test the data
elements, the general process and the IT solution.  This was to have
started last year, as the whole system goes into effect January 1, 2009.
The sub contract pilot has been going on for some time, now, but only
one entity qualified to participate, given the high criteria imposed.
The sub grant pilot is to start June 23 and run until mid August.  I
urge everyone who does subawards at their institution to get involved or
you will just have to suffer with whatever is imposed, come January.
You will have to be reporting all subawards of $25,000 or more,
including data elements yet to be determined,  using some program yet to
be determined, in a format yet to be determined, for some number of
lower tiers, yet to be determined.  Help determine what these will be.
Start by joining in on the conference call.

Consider sending an email from that site, saying (maybe) this is a good
idea but how about waiting until the first one is working correctly.

Have you all checked out your institutions at
http://www.usaspending.gov/ to see what they have done to you?  The
University of Michigan is quite a mess.  I am all for fighting waste and
fraud in government grants but how to start when here are 9 entries for
UM?

Let's hope we can help the subaward system turn out better.
