For those who are interested in developments with the newest
congressional mandated burden on us -- Federal Funding Accountability
and Transparency Act of 2006, especially the sub-award component,
note that there is a conference call this afternoon -- June 11, 2- 4

There are probably only 75 phone lines, so call early.
The National Grants Partnership seems to have taken over this project
on behalf of users.
The sub-award component was supposed to have a pilot, to test the
data elements, the general process and the IT solution. This was to
have started last year, as the whole system goes into effect January
1, 2009. The sub contract pilot has been going on for some time,
now, but only one entity qualified to participate, given the high
criteria imposed. The sub grant pilot is to start June 23 and run
until mid August. I urge everyone who does subawards at their
institution to get involved or you will just have to suffer with
whatever is imposed, come January. You will have to be reporting all
subawards of $25,000 or more, including data elements yet to be
determined, using some program yet to be determined, in a format yet
to be determined, for some number of lower tiers, yet to be
determined. Help determine what these will be. Start by joining in
on the conference call.

quite a mess. I am all for fighting waste and fraud in government
grants but how to start when here are 9 entries for UM?
