From the NRSA guidelines (page 177):

Kirschstein-NRSA fellows receive stipends to defray living expenses.
Stipends may be
supplemented by an institution from non-Federal funds provided this
supplementation does not require any additional obligation from the
fellow. An institution can determine the amount of stipend
supplementation, if any, it will provide according to its own formally
established policies governing stipend support. These policies must be
consistently applied to all individuals in a similar status regardless
of the source of funds. Federal funds may not be used for stipend
supplementation unless specifically authorized under the terms of the
program from which funds are derived. Under no circumstances may PHS
funds be used for supplementation.

An individual may use Federal educational loan funds or VA benefits when
permitted by those programs as described in this subsection.

I'm with Sandy. I'd always thought no other Federal funding sources were
allowed on T32's. It's one of those mantras I learned, but I can't cite
you a source.

I do not think you can use Federal funds to supplement federal funds
when there is an established salary cap. You need to use either hard
funds or Industrial funds.

I am sure someone will correct me if I am mistaken (that's what I love
about this list).

from other NIH grants (R01, P01, etc.)?   If so, under what
circumstances do you reason it is allowable?
