Would appreciate if someone could clarify the application of the
federal salary cap by federal granting agencies. I had always thought
that since the cap was a congressional federal mandate in the federal
appropriations act that the salary cap applied to all federal grant
making agencies.

I am currently working on a CMS(Center for Medicaid and Medicare
Servicies)subcontract task order and was told by our prime institute
that not all DHHS agencies use the salary cap and if it is not
referenced in the RFTO, the assumption is the 'cap' does not apply in
calculating the salary for the budget development.

Would appreciate a response.
