After further discussions with colleagues this afternoon, we agree that the excess is NOT allowable as cost sharing. Anyone have other opinions?

We consider it institutional cost sharing, but whether it would be allowable to meet required cost sharing on a grant would depend, I suppose, on the guidelines. (Much the same way that waived F&A is sometimes allowed as c/s and sometimes not.)
