We have submitted up to 14 in the past and it seems like the 32 is the correct number. Try and convince them against that route though. The most errors/warnings you get are from these entries...

Good afternoon!!

Quick question.  On an adobe package with the RESEARCH & RELATED
Senior/Key Person Profile (Expanded) included, does anyone know the
maximum amount of people that can be put in this form?  I have done some
searching, and see that for the pure edge packages, you had to extract
additional forms and attach them (similar to a sub budget).  You could
attach upto 4 additional forms with 8 people each for a total of 32
additional entires.  However, on the adobe packages, it does not appear
that we have the form in a form functionality for this form.  Does
anyone know the maximum number of entires we can have on this form?  Is
it still 32?

We called the grants.gov help desk and did not get any help so I am
turning to this group for some guidance.
