I have some consulting experience with a proposal and resubmission to
NEH for a construction project and also applying for federal earmarks.
Without knowing which funding source you are applying to, any advice I
could offer would be useless as each federal agency has its own
priorities / guidelines. Program officers are usually very helpful in
providing guidance, so I would suggest contacting whomever is listed for
the RFP, if you have not already done so.

This is a non-NIH RFP for construction of a new building or improvements
to an existing building for universities.  The responses I've received
tie in to NIH funded buildings so if anyone has experience outside of
the NIH realm, please let me know.

To answer your question, the group will need more information. Which
federal agency are you applying to? Are you requesting a federal earmark
or responding to a competitive RFP? What sort of construction? Etc.
