This is a well known major flaw, hardly a glitch, that has always been
in PureEdge, from the beginning.  It will not be fixed by G.g as they
are not fixing PE errors.  It does not occur in the Adobe forms.

One you enter a START date on the 424 R&R face page,  the full budget
is auto populated with that number and cannot be changed.  NIH  knows
of this and will not report it as an error if you leave the budget
page with the original date.  Put in your budget justification  a note
pointing out the correct date.  For other agecnies you may need to do
a new application.
