I'm attaching policy/procedures and a request form that I drafted a number of years ago for a PUI. We had a high indirect rate (on a salaries and fringe base), so junior faculty who were pursing small capped grants who needed the funds for summer salary lost more than half their "buying power" if we insisted on applying the full rate. We put the policy in place to help those individuals get started in research careers and also to have some equitable way to evaluate waiver requests. Note that we didn't approve all requests, especially those that came from experienced researchers on federal funds whose only argument was the "competition" one Bg Ms. Barbara H.
