Policies on the use of philanthropic (gift) funds for research?

HI folks,
We are in the process of writing a policy on the responsible use of
philanthropic (gift) funds for research. We already have guidelines for
distinguishing between gift and grants - this new policy will take
effect at the point where it is determined that the funds are a "gift".
The purpose of the policy will be to guide the recipients (PIs) on their
responsibilities for using the funds in accordance with the donor's
wishes. This is especially important when the donor has put some
restrictions on the gift, but not so specific or rigorous as to make it
a "grant".
I've trolled a few websites but so far have not found anything published
that covers this compliance niche. Anyone who has a policy (private
institutions especially, as we cannot fall back on state laws) that they
would be willing to share, or can point me to a place where this kind of
policy has been publsihed, please let me know. It could be from either a
Research Office perspective, or a Gift Accounting Office perspective (I
will be working with our Gift office to finalize the policy).
