I have always had the feeling that in many institutions the departmental
and divisional approvals that are required prior to sending proposals to
sponsored projects are almost automatic...i.e people signing anything.
This isn't good in terms of oversight.  However, my questions, which may
be the questions your faculty is asking, is WHY do you need so much time?
and WHAT are you checking on?
