Hi,
We have research faculty who are on fixed monthly salaries, but are 70%
funded by Grants and Contracts.  Faculty want to remain as faculty, but
want to be paid for Grant and Contract research work on a 'billable
hours' approach.  We are an OMB A-122 operation, we have monthly
"timesheets" to record effort in place already.

This is a shot in the dark, but if you are familiar with some kind of
alternate compensation plans that get billed to Federal grants I would
appreciate any info.
