If you ask for over the limit stated in the guidance, you will not get funded. He needs to decrease his percent of effort or other expenses to bring his budget below the limit. Otherwise, he won't get funded for his project anyway.

I'm doing my first DOJ application and have a budget question - the program guidance states funding "up to $300,000", my PI is having difficulty getting below $316,000 and the overage is tied to salary - are we better off being honest with the real cost or trying to decrease the ask to below $300K? My gut is to ask for what it really costs to do the scope of work......
