Basically, it refers to universities that have (or had) vested interests in agriculture and agricultural education, extension and research.  However the definition of an eligible university  was expanded.

Note especially paragraphs 3 and 4...but really you should read a lot more of this document.

In a nutshell, many more colleges and universities now qualify under Title XII than used to qualify. (formerly, only Land Grant (both 1860 and 1890)  and Sea Grant colleges qualified...slowly other types of colleges were added...and later, many universities that were doing basic and applied research in plants, animals, foods, (including biology, chemistry, etc.) were added.

Good morning,

I have a faculty member who is interested in submitting a proposal to USAID
and he states one of the eligibility requirements is you must be a "Title
XII" university.  Does anyone have any idea or info on this?
