When the agency sets a limitation on the rate for calculating the F&A, the subcontractors must also follow that limitation.  The subcontractors may only request their federal negotiated rate if there is not rate limitation.  Therefore, the subcontractor must use the same rate and base that you are permitted to use.

Bonnie,
It's my understanding that your subrecipient's budget would include
their regular indirect cost rate according to their own negotiated rate
- they are entitled to ask for it. I am assuming that their evaluators
are their own employees.
