We submitted an application for this type grant earlier this year with the
same problem. We contacted the grants specialist and told them that Block 13
was locked on the SF 424 form. She stated to include the topic area and
number in the title area and then make sure the cover letter specifically
addressed these two items.

I would suggest contacting the agency for this as well. It appears that block
is not able to be filled in. I think the agency people see it and believe it
is available to the grantees since it is listed, but that is not the case in
the program files when you download.

We are submitting an application for CDC-PA-HM08-801.

The Application instructions in the PA require that "Both the topic area
number and the title of the topic area must be listed on the
application....Provide this information on the application cover sheet and
in BLOCK 13, "title" of the SF424"

PROBLEM: Block 13 "Title" will not let us type anything in. The cursor will
go to the empty block but that is it.

Has anyone else had this problem? Is this a glitch in the system OR is it a
problem with the directions?  If so what is the 'fix'

We have even tried downloading a fresh copy of the application package and
still encounter the same problem.

PLEASE ADVISE.
