We are submitting an application for CDC-PA-HM08-801.

The Application instructions in the PA require that "Both the topic area
number and the title of the topic area must be listed on the
application....Provide this information on the application cover sheet and
in BLOCK 13, "title" of the SF424"

PROBLEM: Block 13 "Title" will not let us type anything in. The cursor will
go to the empty block but that is it.

Has anyone else had this problem? Is this a glitch in the system OR is it a
problem with the directions?  If so what is the 'fix'

We have even tried downloading a fresh copy of the application package and
still encounter the same problem.

PLEASE ADVISE.
