Zoya,

In addition to what Kristy has already said, under expanded authority,
you can give yourself a NCE without prior approval from NSF.  Although
with these larger 5 year grants, It's my understanding, that NSF would
like to see more institutional support. So, you might try convincing
your administration into funding the sixth year for the few students
left.  It would probably make the application a lot more competitive.

I would be very leery of including an additional year 6 into the year 5
portion of the budget in a 5-year award.  Really, all you're doing is
compressing/combining budget years, which I would not do unless the
guidance specifically said to do so.  I also would not tell them in the
application that you already plan on requesting a NCE, because then they
may come to the conclusion that your project is not a good fit for that
particular funding opportunity.  I understand the PI wanting to look out
for his/her students and ensure scholarship funding for them during that
additional year, but you do have 5 years to seek funding from another
source for those limited number of students.  Maybe my opinion is more
on the conservative side, but I would rather prepare a solid proposal in
such a way to increase the likelihood of getting funded by NSF.  If you
push the boundaries with a federal agency, you never know how flexible
their willing to be for your one project.  Especially becau!
 se the 5-year opportunities tend to be more competitive.

Hello colleagues,

One of our PI's is preparing a 5-year NSF proposal that requests
scholarships for students. By the end of the fifth year, a few of the
students will still have one year of school to go. The PI wrote into the
budget for the final year the amount of scholarships for year 5 and for
the additional year 6 for these students and specified in the narrative
that a no-cost extension will be requested from NSF to finish supporting
the last cohort of students. What are your thoughts on this?
