At ISU, PIs are given credit for the percentage of effort/responsibility
on the project -- at both the submission and award stages -- for our
internal reporting. (This is done both for numbers and dollars.) This
does make the individual unit totals look "strange" because they may
have factions of awards & submissions. We have our internal reporting
on-line if you would like to look at it. The link is

We track everything in a filemaker database.
