Robbie,

The award scenario you describe is definitely counted as only one award in
the system.  However, credit is given to each PI based on the level of
effort or responsibility for the project as indicated on the internal
routing sheet (whether electronic or on paper). I don't know what backbone
you are using for your eRA but you need to think your structure through so
as not to have awards double counted in searchs, reports, etc. Add into the
mix that you need to give the appropriate depts, center and institutes
credit for their contribution to the project. If you are developing your
own system, call me so you can come visit OHIO and see what we've done.
