Gosh, I would say no.  That's definitely overkill!  However, I would say if you're collecting the experiences of several WWII vets for a publication in which you will be drawing conclusions about, let's say for the sake of argument, the emotional effects of war on WWII vets in general, then you would need IRB approval.  That's how I would interpret the definition of "research"  and "human subjects," which then determines whether or not IRB review/approval is necessary.  However, differences in interpretation is the reason for so much discussion by institutions, OHRP, and administrators.

If I ask my uncle, who is 84, to relate to me his experiences, say, during WWII, I need informed consent and IRB approval?
